Incident Reporting and Sunoco PHMSA Data

Recently we were asked by a reporter about Sunoco Pipeline’s history of incident reporting to PHMSA. Here is our response to better provide some context to those numbers:

Approximately 86% of the spills between 2010-2018 were under 50 barrels, and of that percentage, approximately 77% were under 5 barrels.

In 2017, 95% of incidents were on our property, which is similarly consistent with incidents between 2002 – 2017, and nearly all of the total reported incidents were less than 5 barrels. Most importantly, Energy Transfer has a robust Integrity Management Program with advanced monitoring systems and strict compliance programs. Since SXL’s integration with ETP (May 1, 2017), accidents have drastically been reduced and 2018 is trending below industry average.

I would also like to point out that we have had a 30% reduction in the number of accidents per 1000 miles in the last three years, which has aligned us with industry average. Furthermore, we spend millions each year to maintain and improve our assets—for example in 2017 we spent $429 million on ETP and legacy SXL assets.
